Unfamiliarity with how to design, install, and commission networked lighting controls is a key barrier that prevents widespread adoption and increases the cost of the technology. To address this barrier, the DLC has developed training programs for the design and installation of networked lighting controls.

Networked lighting controls (NLC) have vast potential for not only energy efficiency and energy management, but for building optimization and functionality. The V2.1 policy defines externally supplied actively cooled horticultural fixtures as those in which liquid, often water or a water/glycol solution, flows through input and output ports of each fixture in the system, channeled through a cooling plate or other heat exchanger within the fixture. In adding these products to its Horticultural Lighting Program, the DLC provides descriptions of how to test and report on them to ensure performance comparable to products listed under previous versions of the policy. According to the global independent safety company UL, it features LED and solid state lighting (SSL) products that undergo tests at a DLC-approved lab and comply with "specific performance and energy efficiency criteria." For over 10 years, the DLC has pushed the envelope on energy efficiency in commercial lighting.
Using Connecticut and Arizona as regional models, the study concluded that the benefits of acquiring all cost-effective savings from NLCs would be significant enough to make a noticeable impact on utility efficiency program budgets. Businesses in Connecticut could receive almost $1.2 billion in net benefits by 2030, while businesses in Arizona could receive net benefits of $217 million. DLC has specific technical requirements that lamps and fixtures must meet for inclusion on the QPL. The Design Lights Consortium is actually a project of the Northeast Energy Efficient Partnership (NEEP) that was founded back in 1996. The nonprofit works to increase energy efficiency in the Northeast and Mid-Atlantic areas of the US by reducing energy use in buildings, increasing the visibility of energy efficiency, and advancing knowledge and best practices.

The DLC released LUNA V1.0 in December and began accepting applications from solid-state lighting (SSL) manufacturers interested in qualifying their products in April. Eighteen specific 3000K models, of the XSPW Version B Wall Mount Luminaire manufactured by Cree Lighting, are the first outdoor LED products published on the DLC’s LUNA QPL following testing of product performance and attributes by an accredited lab and rigorous review by DLC staff.
At least two dozen North American utilities now require the use of QPL products as a prerequisite for EE incentives; many others have incorporated the DLC Technical Requirements into their programs while not yet requiring use of products on the QPL. Two states with cannabis-specific energy efficiency regulations offer a compliance pathway that requires use of the DLC’s Horticultural Lighting QPL. By adding QPL eligibility pathways for additional product categories, the DLC’s V2.1 Horticultural Lighting Technical Requirements offer licensed cannabis cultivators in these states more options for regulatory compliance. Furthermore, the DLC established a framework to align our utility members' efficiency goals — the QPL — which has been adopted by 75% of North American energy-efficiency programs. Through this framework, our members were able to achieve efficiencies by pooling their resources for research, collaborating on a single set of requirements and utilizing one objective list of qualified products to provide consistent offers. In the early days of the DLC, we developed our requirements to focus on efficacy — the amount of useful light output per unit of electricity — with regular increases that aligned with the pace of technology.
Testing to DLC lighting requirements must be completed by an Accredited Laboratory, with test results submitted directly to the DLC by the manufacturer. V2.1 also allows QPL listing for DC-powered fixtures and describes how to test and report on them in place of the typical equivalent alternating current (AC) testing and reporting. In response to stakeholder comments, the DLC changed this section of the policy from Draft 2, with revisions to the testing and reporting range of loading points required for the test power source report.
